When organisations are under pressure balancing day-to-day delivery alongside transformation, capacity can quickly become the limiting factor. Common challenges include accessing the right skills at the right time, balancing multiple critical projects with limited resource and maintaining progress while day-to-day operational demands continue.
One way in which organisations can respond is by bringing in targeted project or business change support to strengthen delivery capacity without adding long-term overheads. Our consultants embed quickly within existing teams and can share industry best practice, strengthening governance and protecting operational resilience. Here are some recent examples of how we have supported public sector clients.
Environment Agency – Net Zero Carbon Programme
Our Principal Consultant, Nicola Hemming, has been seconded as a Change Manager on the multi-award-winning Net Zero Carbon for Infrastructure programme since early 2022.
In that time she has supported the development and implementation of a pioneering carbon management system for capital projects within the Environment Agency. Here, she has been driving changes to systems, processes and ways of working across the organisation and its delivery partners in the construction industry.
The programme was awarded Defra Programme of the Year (2025), received the Data Driven Excellence award (2026) and won the Institution of Civil Engineers Brunel Medal (2026) jointly with the Decarbonisation Technology Accelerator project.
“Nicky is far more than a change lead—she is an integral pillar of the NZC4I programme. Her deep knowledge, consistency and willingness to challenge the status quo have played a critical role in shaping how we deliver change.”

Two Consultants Seconded at UK Government Site
Two of our resilience team shared a part-time secondment position of Emergency Planning and Response Manager at a UK Government critical national infrastructure site.
In this role, they were tasked with embedding and socialising the site response plan through training and exercising. This included organising, developing and delivering strategic and tactical role-specific training and three discussion-based exercises to strategic, tactical and operational roles.
“I was very satisfied with the quality of the products delivered. They were completed on time, met all agreed requirements and were delivered to a consistently high standard, enabling effective use from the outset.”

Environment Agency – Thames Estuary 2100 (TE2100) Plan
Megan Roach, Resilience Consultant at RAB, has supported the Environment Agency Thames Estuary 2100 (TE2100) Plan since 2022, developing her expertise as an Assistant Project Manager within complex and evolving programmes.
Working across a range of projects within the TE2100 portfolio, some of which have undergone multiple rounds of reprioritisation and focus on adaptation and innovation, she has gained first-hand experience in maintaining progress under pressure, balancing shifting priorities and ensuring delivery remains on track and to cost. Megan has coordinated change effectively, eased capacity constraints, managed key issues and risks, and driven key initiatives forward without overloading existing resources.
“Your ability to anticipate needs, effectively co-ordinate activities and keep the project on track has contributed, in particular, to the 15-Year-Review’s overall success. Your professionalism and reliability have made you a trusted colleague and a valued contributor throughout the projects.”
