RAB Appointed as Primary Lot 1 Delivery Partner for a Major Environment Agency Initiative

The whole team at RAB are delighted and proud to announce our appointment as Primary Lot 1 Delivery Partner for the Environment Agency’s Property Flood Resilience 2 Framework.

The Framework will be delivered through a regional single Delivery Partner model, aligned to the Agency’s Integrated Delivery Teams (IDTs). RAB have been appointed as the Primary (single) Lot 1 delivery partner for the Midlands Hub, which covers the area from the Welsh Border to the Lincolnshire Coast. In addition, RAB are appointed as the Reserve Supplier in the North-East, Eastern and South-West Hubs.

Our RAB teams will therefore be the main supplier for PFR Survey, Options & Quality Assurance to the Environment Agency and all Risk Management Authorities in the West and East Midlands. These include:

  • Confirm eligibility and suitability of PFR as a solution (PFR standard 1 and 2)
  • Identify options for resistance measures (PFR standard 3)
  • Provide recoverability and preparedness recommendations (PFR standard 3)
  • Undertake an Audit of Installation (PFR standard 5)
  • Complete a Post Installation Flood Risk Report (PFR standard 5)
  • Support development and delivery of end user/community exercise (PFR standard 5)
  • Post flooding PFR effectiveness surveys

The Framework may also be used by the Devolved Governments and Risk Management Authorities throughout the UK. The Environment Agency are planning a Framework Launch event on 13th/14th February 2024 where Risk Management Authorities can learn more about the Framework and the PFR Code of Practice. RAB are currently in the process of planning for this major initiative which starts in January 2024 and will run for two years (with one optional two-year extension until December 2027). We are already recruiting an Assistant PFR Surveyor, and it is likely that other roles will be advertised in the near future. The experience and expertise within our RAB Team is also being used to develop and deliver the industry training that all suppliers will need to complete within the first 12 months of the Framework. This work is in conjunction with the Chartered Institution of Water and Environmental Management (CIWEM) and will ensure competent and consistent delivery in accordance with the PFR Code of Practice.
