We’re proud to announce that RAB Consultants, in collaboration with Sedgwick, has been appointed by Flood Re to develop a standardised data collection template for Flood Performance Certificates (FPCs).
This vital step supports consistent and effective data gathering, enabling suitably qualified professionals to collect the necessary information for an FPC — a key milestone in the roadmap towards the practical implementation of these certificates.
On 1st May 2025, team members Russell Burton, Andrew McHugh, and Beth Irwin-Jones from RAB, along with Ian Gibbs from Sedgwick, attended the inception meeting at Flood Re’s London office. This productive and insightful session helped define the project objectives and initiated discussions on the data collection template, including alignment with the depth-damage curve research developed by Middlesex University.
We’re now moving forward to engage with stakeholders and surveyors across the flood risk, Property Flood Resilience (PFR), and insurance sectors. This outreach will help us understand current data collection practices and ensure our approach meets the needs of the industry.

“This project will ensure a standardised template is used for all PFR surveys, helping to bring consistency to the PFR industry and guiding insurers on the data needed for future flood risk pricing. A universal format will make PFR data more comparable and accessible, enabling the insurance sector and others to better assess a property’s flood risk — and reflect any PFR measures in place. This is a critical step in the transition to a functioning, risk-reflective market by 2039.”
