The Resilience Team at RAB provide a wide range of incident planning and exercising services for public and private sector clients. These are often long-standing relationships, with RAB testing and reviewing procedures on a regular basis (often as part of an ongoing retainer along with other resilience services).
One example of this ongoing collaboration is our work with Borough Market, one of London’s most historic and prominent food markets. Over several years, we have supported their continued commitment to resilience and public safety, beginning with the development of an Emergency Response Plan: RAB Deliver Emergency Response Plan for Iconic London Venue
As part of our ongoing partnership with Borough Market, in June 2025 RAB designed and delivered a tailored tabletop exercise and evacuation drill. The exercise aimed to provide staff and traders the opportunity to apply their Emergency Response Plan to a guided scenario in a safe learning environment.
The scenario simulated a fire within the market, requiring multi-agency coordination. Delivered over a day, participants attended an Emergency Response Plan refresher session, followed by the tabletop exercise and evacuation drill.
Hot debriefs were conducted after both the exercise and evacuation drill, providing a vital opportunity to reflect on the incident response, identify strengths and areas for improvement. This reflective process is essential to capture lessons to be learnt and strengthen preparedness and response.
