Visual Asset Inspection and Public Safety Risk Assessment (PSRA) Training Courses

The FRM Team at RAB are running a series of Visual Asset Inspection Training and PSRA Training courses during 2025. Both courses are Chartered Institution for Water and Environmental Management (CIWEM) CPD accredited.

The courses are aimed at Lead Local Flood Authorities, local authorities, those with a responsibility to maintain any asset system, and anyone representing landowners and operators.

Visual Asset Inspection Training

This is a two-day course which is being run on:

  • 25th & 26th June
  • 21st & 22nd October
  • 12th & 13th February (2026)

The course includes a half day introductory session held in the Lichfield office followed by 1.5 days on site in Tamworth, Staffordshire and the surrounding area.

The course is structured to include:

Stage 1: Introductory session on the theory and principles of visual asset inspection, utilising the OBCAM.

Stage 2: On-site mentoring puts the theory into practice in a physical environment. Candidates will learn how to create asset inspection logs from the first principles learned from stage 1.

Stage 3: Accreditation. Review of submitted asset logs with candidate to assess accuracy and provide additional insight.

Candidates will receive accreditation for five years.

Public Safety Risk Assessment Training

The course is structured to include:

Module 1: An overview of the management of public safety.

Module 2: An introduction to the guiding principles and practice of managing visitor safety in publicly accessible places.

Module 3: Understanding the risk assessment process for public safety.

Module 4: How to record the PSRA and preparing for the site visit (including health and safety).

Module 5: An introduction to public safety control measures.

We recommend a minimum prerequisite for delegates is a basic understanding, interest and/or responsibility of managing the safety of visitors in publicly accessible places.

Cost is £400pp. ex VAT

Note: There is a £50 discount per person off PSRA course if the Asset Inspection Accreditation course is also completed. We are also offering to run bespoke Public Safety Risk Assessment training for clients with a minimum of 3 people registered (which has both financial and carbon saving benefits).

Trainer Biographies

Russell Burton, Managing Director (Visual Asset Inspection Trainer)

Russell is the founder and Managing Director of RAB consultants. Russell has over 25 years of experience in FRM and acts as Project Director for all RAB asset management and inspection projects. As an accredited asset inspector, Russell continues to provide visual asset inspections following major storm event and flood incidents.

Russell is an accredited trainer with the Institute of Leadership and Management. He has developed and delivered numerous compelling training courses. Russell led the delivery of the EA T98 training and accreditation programme from 2012 to 2021, including Emergency Asset Inspection training of military personnel and the EA Supply Chain and Training Navigation and Water, Land and Biodiversity teams on applying the principles of the Condition Assessment Manual to their Assets.

Peter Batty, Senior Engineer (Visual Asset Inspection Trainer)

Peter is a Senior Flood Risk Management Engineer at RAB Consultants and has been with RAB for over 13 years. Peter has been an accredited asset inspector and trainer since 2015 and has undertaken inspections throughout England on behalf of the Environment Agency, as well throughout Scotland, Wales and Ireland. Peter acted as a trainer/accreditor delivering visual asset inspection training to the Environment Agency and their suppliers from 2015-2021. Peter continues to deliver visual asset inspection training to Natural Resources Wales (NRW) and local authorities throughout England and Wales. In addition to delivering asset inspection training, Peter acts as Project Manager for training delivered throughout Wales to NRW.

Peter Leads a team of 21 accredited flood asset inspectors delivering flood asset inspection to risk management authorities throughout the UK and Ireland.

Peter delivered navigation asset cataloguing to the EA in 2021. He was instrumental in managing the team that created a navigation asset template and weighting guidance to provide inspections to over 5000 navigations assets for the EA.

Joshua Spittle, Flood Risk Management Engineer (Visual Asset Inspection Trainer)

Joshua is a Flood Risk Management Engineer at RAB Consultants with 4 years’ experience undertaking visual asset inspections throughout England, Scotland and Ireland. Joshua has been an accredited inspector since 2021. Joshua provides post incident response and business as usual inspections to the Environment Agency and is the acting lead external inspector for the Thames catchment area.

Joshua acts as a trainer/accreditor delivering visual asset inspection training to local authority throughout England and Wales. Joshua acts as a trainer/accreditor for visual asset training delivered to NRW, providing reaccreditation services, ensuring consistent high quality inspections throughout NRW’s practices. Joshua helps to provide bespoke training for NRW catered to varying asset types and locations throughout Wales.

Alexander Spittle, Flood Risk Management Engineer (PSRA Trainer)

Alexander is a Flood Risk Management engineer with 3 years of experience at RAB Consultants. Alex is an accredited PSRA assessor and has been an accredited T98 inspector since 2021. Alex has been providing PSRAs to the Environment Agency since 2021. As a PSRA assessor, Alex was crucial in the delivery of over 150 PSRAs to the Northeast alongside David Schofield and continues his PSRA expertise through support the Environment Agency in the Lincolnshire, East Midlands and Thames areas. Alex has a breadth of knowledge and experience with public safety surrounding flood risk assets and his ongoing support to the Environment Agency has resulted in timely delivery of high-quality assessments, ensuring increased public safety.

Alex undertakes internal quality audits of PSRA assessors within RAB Consultants. Alex ensures that all our assessors approach public safety risk assessments in a consistent manor and certifies assessments continue to be produced at high quality.
