Blackburn with Darwen Off-Site Reservoir Plans

We supported Blackburn with Darwen Borough Council in developing off-site plans for two high risk reservoirs.  We developed the plans in partnership with local multi agency representatives following the guidance set out by the Civil Contingencies Secretariat. We identified management zones and produced detailed maps of each zone to provide responders with essential information about the area, such as  properties and infrastructure at risk, rest centres, rendezvous points and evacuation routes.

We agreed the roles and responsibilities of each organisation to warn and protect people and properties downstream in the event of an incident which could lead to a reservoir failure.

To ensure that the plan meets the requirements of the intended audience, we facilitated a workshop to  enable responders to review and comment on the initial plan through a number of table top scenarios.  Feedback was used to revise and produce the final document.
